What is the WASPI Campaign and Compensation?
About the WASPI Movement
WASPI stands for Women Against State Pension Inequality. The campaign represents approximately 3.6 million women born in the 1950s who were affected by changes to the State Pension age. Under the 1995 Pensions Act and subsequent legislation, the State Pension age for women was raised from 60 to 65 (and later to 66) to equalise with men. [citation:5]
The key issue is that many women were not given adequate notice of these changes. Some were notified less than a year before they had been expecting to retire at 60, leaving them without enough time to adjust their savings and retirement plans. [citation:1]
The PHSO Investigation & Findings
The Parliamentary and Health Service Ombudsman (PHSO) conducted a five-year investigation into alleged failures at the Department for Work and Pensions (DWP). The PHSO found that the DWP failed to properly inform women about the State Pension age changes and concluded that the affected women should have received notification letters up to four years earlier than they did. [citation:3]
The PHSO recommended that affected women receive compensation at Level 4 on their severity of injustice scale, amounting to between £1,000 and £2,950 per person. [citation:8]
Who is Eligible for WASPI Compensation?
✅ Birth Date Range
Women born between 6th April 1950 and 5th April 1960 are the primary focus of the WASPI campaign and the PHSO report. [citation:3]
✅ Affected by SPA Changes
Your State Pension age increased from 60 to 65 or 66 due to the 1995 and 2011 Pension Acts without adequate advance notification. [citation:5]
✅ Inadequate Notice Received
You received notification of your State Pension age change less than 4-5 years before your original expected retirement date. [citation:1]
PHSO Severity of Injustice Scale & Recommended Compensation Levels
| Level | Description of Injustice | Compensation Range | Status |
|---|---|---|---|
| Level 1 | Short-lived, low impact (annoyance, frustration, inconvenience) | Apology only | Not recommended |
| Level 2 | Relatively low impact (distress, inconvenience, short-term hardship up to 1 month) | Below £1,000 | DWP argued this level |
| Level 3 | Moderate impact over significant period OR short-lived higher impact | Below £1,000 | DWP preference |
| Level 4 | Significant and/or lasting impact. Affected ability to live a relatively normal life. Injustice goes beyond ordinary distress or inconvenience. | £1,000 – £2,950 | PHSO Recommended ✅ |
| Level 5 | Significant injustice with marked/damaging impact. Material or health injustices. | £2,950 – £10,000+ | Not recommended for WASPI |
| Level 6 | Profound, devastating, or irreversible injustice. Permanent or long-term reduction in quality of life. | £10,000 or more | WASPI campaigners demand this |

Key Dates for WASPI Women (1950s Birth Cohort)
Original State Pension Age (Pre-1995 Act)
Before the 1995 Pensions Act, women could claim their State Pension at age 60. [citation:5]
1995 Pensions Act
Changed women's State Pension age from 60 to 65 to equalise with men. The change was to be phased in between 2010 and 2020. [citation:5]
2011 Pensions Act
Accelerated the increase, moving the equalisation date to November 2018. The State Pension age for both men and women then began rising to 66. [citation:5]
March 2024 - PHSO Report Published
The Ombudsman published its findings, recommending Level 4 compensation (£1,000-£2,950) for affected women. [citation:1]

- PHSO Recommended Compensation (Level 4): £1,000 - £2,950

What is the Current Status of WASPI Compensation? (2026)
Government Position
The UK Government has not yet confirmed that any level of compensation will be paid to affected women. The DWP has argued that compensation at Level 3 (below £1,000) would be "consistent" with previous payouts made to claimants. [citation:4]
The WASPI campaign group has filed for a judicial review to the High Court, challenging the government's decision not to award compensation. [citation:6]
Campaigners' Demands
WASPI campaigners are demanding "a proper compensation package" with a payout set at Level 6 (£10,000 or more). This would potentially cost the government between £3.5 billion and £36 billion depending on the final level agreed. [citation:8]
